Achtergrond

In april 2013, slechts een paar maanden na het schietincident op 14 december 2012, op Sandy Hook Elementary School in Newtown, CT, werd er door de American College of Surgeons (ACS) een comité opgericht om een nationaal beleid op te zetten met het doel om de overlevingskans te vergroten bij een massale schietpartij.  In samenwerking met de medische gemeenschap en vertegenwoordigers van de federale overheid, de Nationale Veiligheidsraad, het Amerikaanse leger, de FBI Federal Bureau of Investigation, en overheids, en niet-overheids medische hulporganisaties. De commissie werd gevormd onder toezicht en leiding van traumachirurg Lenworth M. Jacobs, Jr., MD, MPH, FACS, vice-president academische zaken en chief academic officer bij Hartford Hospital, en hoogleraar chirurgie, University of Connecticut School of Medicine , om een ​​protocol op te stellen voor nationaal beleid om de overlevingskansen van een massale schietpartij, met een groot aantal slachtoffers te verbeteren. De aanbevelingen van de commissie worden de Hartford Consensus genoemd en bestaan ​​momenteel uit vier rapporten.
